NVSKK bildades 1994 och består av kommunerna Båstad, Helsingborg, Höganäs och Ängelholm. Stödmedlemmar är Rönneåns vattenråd, Ringsjöns vattenråd, Vegeåns vattendragsförbund och Naturskyddsföreningen i Kullabygden. Kommittén driver ett samordnat recipientkontrollprogram vars syfte är att långsiktigt följa miljöförändringarna i området. Nordvästskånes kustvattenkommitté är referensmedlem/organisation i Kattegatts kustvattenråd.
